House reaches agreement on Export-Import Bank
WASHINGTON (Reuters) - Leaders of the U.S. House of Representatives said on Friday they reached a bipartisan deal to reauthorize the U.S. Export-Import Bank through September 30, 2014, and gradually increase its lending cap to $140 billion from the current $100 billion.
The deal, negotiated by Republican House Majority Leader Eric Cantor and Democratic House Minority Whip Steny Hoyer came just weeks before the bank's temporary charter was set to expire.

GOP starts taking tactical cues from Romney
WASHINGTON (AP) – Now that Mitt Romney has emerged as the likely GOP presidential nominee, congressional Republicans increasingly are taking their cues from him even if it causes heartburn and grumbling among conservatives unhappy about having to beat a tactical retreat.
That dynamic was on full display last week as House Speaker John Boehner coped with the dust-up generated by President Obama over student loans and Senate GOP leader Mitch McConnell sidestepped Democratic attempts to brand Republicans as soft on the issue of violence against women.
It's a defensive game for Republicans, determined to avoid their stumbles last year when they lost the political battle over renewing Obama's payroll tax cut.
"Some folks in an election year would say you need to take tough issues off the table," said Rep. Rob Woodall, R-Ga. "Other folks in an election year say you need to bring your best solutions to the toughest issues, and I'm in that latter camp."

USA TODAY Review: Republican lawmakers backed U.S. energy loans
WASHINGTON - Republican members of Congress investigating federal loan guarantees to now-bankrupt energy companies told Energy Secretary Steven Chu last week that they never asked him to speed up similar projects in their states.
But that's exactly what some did, according to a review of 484 congressional support letters obtained by USA TODAY. Some letters, for example, urged quick approval of a $2 billion loan guarantee for the American Centrifuge, a uranium enrichment project projected to create hundreds of jobs in states including Ohio, Pennsylvania and Tennessee.
"It is imperative that this application move forward now," said a letter signed by five members of Congress, including Rep. Joe Pitts, R-Pa.

Ratings agency Fitch warns US of possible credit downgrade
The ratings agency Fitch has warned that it may downgrade America's triple-A credit rating unless action was taken to reduce federal debt.
Fitch said the country's rising debt burden was not consistent with maintaining its top rating, but said it would probably not make a decision before 2013.
Last month, Fitch changed its US credit rating outlook to negative from stable, citing the failure of a special congressional committee to agree on at least $1.2tn in deficit-reduction measures.
"Federal debt will rise in the absence of expenditure and tax reforms that would address the challenges of rising health and social security spending as the population ages," Fitch said in a statement on Wednesday.

Report: Banks earned $13B from secret Fed loans amid crisis
Providing what it calls "a fresh narrative" of the financial crisis, Bloomberg Markets Magazine reports that banks earned $13 billion in secret cut-rate loans from the Federal Reserve and that one day in early December 2008 they needed $1.2 trillion to stay afloat.
As of March 2009, toting up loan guarantees and lending limits, the Fed had committed $7.77 trillion to rescuing the financial system. That was "more than half the value of everything produced in the U.S. that year," Bloomberg writes.

Barclays Loan to Kinder Morgan Boosts Ranking as M&A Adviser
Oct. 17 (Bloomberg) -- Barclays Plc, the world's top adviser on oil and gas mergers during the past two years, is lending $11.5 billion to junk-rated Kinder Morgan Inc. to help maintain that lead.
The financing commitment will provide Kinder Morgan with the cash needed for a $21.1 billion purchase of El Paso Corp., the largest pipeline takeover in history, Kinder Morgan said in a statement yesterday. Barclays's role on the deal also pushes the London-based bank up to sixth place from eighth among merger and acquisition advisers across all industries worldwide.

Oct. 11 (Bloomberg) -- The five resorts foreclosed in January by Paulson & Co. and Winthrop Realty Trust reached agreement with a mezzanine lender affiliated with MetLife Inc. that would permit the Chapter 11 reorganization to continue into September 2012.
Last month the resorts reached an interim agreement with Government of Singapore Investment Corp., the holder of $360 million in mezzanine debt. The Singapore investment fund had been demanding a quick conclusion to the Chapter 11 process begun early this year. The resorts wanted a lengthy reorganization to restructure the business, not a short Chapter 11 case simply adjust the balance sheet.
