An insurer’s view on the proposed students’ loan scheme

Education anywhere, and particularly at the tertiary level comes at a price. For far too many, the cost is simply too dear. The joy of qualifying for and being granted a study course can be cut short when one is barred from sitting for semester examinations due to failure to honour fee payments.

The recently proposed Students’ Loan Scheme Bill, therefore, provides some relief to the anguish faced by many parents and students alike, but with it come certain concerns as well. Naturally, this Bill places further pressure on an already stressed tax base and, as potential contributors, you should have a say into its drafting.

In such cases, it doesn’t hurt to examine the statistics. With an annual growth rate of 3.2%, the number of Ugandan youth passing through the education system has been steadily on the rise. Unemployment figures do not make for happy reading with the national average at 3.5% and the alarming one affecting the youth at a staggering 32.2%!

Five proposals to solve $1 trillion college loan crisis

A college degree is supposed to pave the way to a better life. It didn't work out that way for Judith Tuck.

Tuck graduated from the University of Arizona in 1996 with a master's degree in rehabilitation counseling and $44,000 in student loans. She had every intention of keeping up with her loan payments, but after a series of low-wage jobs in her field, her debt began to snowball. Tuck, a 73-year-old widow, now owes more than $136,000. Her wages have been garnished and she faces losing everything, including her home.

"The only good thing about student loans is that the day I die my children will not have to pay for them," she says.

Ally to Sell Non-U.S. Units as ResCap Goes Bankrupt


Ally Financial Inc. (ALLY) (ALLY), the auto lender whose mortgage unit went bankrupt, may sell international car- finance and insurance operations to help repay a $17.2 billion U.S. bailout, Chief Executive Officer Michael Carpenter said.

Ally is seeking to divest more than $30 billion of assets in Canada and Mexico as well as in Europe and South America, Carpenter said in an interview. The sales may allow Ally to repay two-thirds of the government rescue that left the U.S. Treasury Department with a 74 percent stake (ALLY), he said.

GOP starts taking tactical cues from Romney


WASHINGTON (AP) – Now that Mitt Romney has emerged as the likely GOP presidential nominee, congressional Republicans increasingly are taking their cues from him even if it causes heartburn and grumbling among conservatives unhappy about having to beat a tactical retreat.

That dynamic was on full display last week as House Speaker John Boehner coped with the dust-up generated by President Obama over student loans and Senate GOP leader Mitch McConnell sidestepped Democratic attempts to brand Republicans as soft on the issue of violence against women.

It's a defensive game for Republicans, determined to avoid their stumbles last year when they lost the political battle over renewing Obama's payroll tax cut.

"Some folks in an election year would say you need to take tough issues off the table," said Rep. Rob Woodall, R-Ga. "Other folks in an election year say you need to bring your best solutions to the toughest issues, and I'm in that latter camp."

Checking credit scores of potential employees is pretty common in the U.S. Approximately 60 percent of employers look at the credit scores of at least some of their potential employees, according to the Society for Human Resource Management.

Senior citizens owe billions in student loans

When you think of student loans, you think of students and recent graduates -- younger people in their 20s and 30s working to pay off the thousands of dollars in debt from undergraduate and graduate schools.
It's a good bet you don't think of people in their 60s, 70s and even 80s struggling to [pay off student debt. But new research shows that Americans 60 and older owe $36 billion in educational debt and account for 5 percent of delinquent student loans.

WEST PALM BEACH, Fla. (AP) – When Frank Verna pulls up to a battered, four-unit apartment building at lunch hour, he's just over a mile as the seagull flies from the gated, oceanfront palaces of South Florida's wealthiest.



But this stretch of 21st Street, pocked by homes with boarded-up windows and dead-ending at railroad tracks, is unlikely to make it to a tourism poster. Verna turns the car around in case he needs to make a quick exit and tucks a Smith & Wesson pistol into his jeans.
"Just watch your step," the real estate agent says, parting bushes grown across the building's entry path. Beyond is the darkened doorway to Unit 1 — missing its door.

Bachmann criticizes Obama's student loan plan


ST. PAUL, Minn. (AP) — Republican presidential candidates Michele Bachmann criticized a directive by President Barack Obama to ease student loan debt as an "abuse of power" that will give people incentive to dodge debt.
The candidates reacted Thursday to a decision Obama announced a day earlier to cap required payments for some college loan borrowers at a lower percentage of their income and forgive payments for others after 20 years. He used executive authority to accelerate a law that wasn't supposed to go into effect until 2014.
"I believe it is abuse of power from the executive to impose via an executive order a wholesale change in the student loan," Bachmann, a Minnesota congresswoman, said during an education forum in New York put on by The College Board and News Corp.

Student loan debts crush an entire generation

USA Today says that at some point this year, student loan debt will exceed $1 trillion, surpassing even credit card debt. Felix Salmon says the number is closer to $550 billion. Either way total student loan debt is rising as other debts have tailed off. Delinquency has increased, too, since the height of the financial crisis.

It’s a huge mess.

Some people have noticed that “student loan debt” comes up a lot among the Wall Street Occupiers and the members of the 99 percent movement. Often, older people, who either attended school when tuition was reasonable, or who didn’t attend college at all in an era when a high school diploma was enough of a qualification for a stable, middle-class career, tend to think this is all the entitled whining of spoiled kids. They don’t understand that these kids accepted a home mortgage worth of debt before they ever even had a regular income, based on phony promises, and that the debt is inescapable, regardless of life circumstances or ability to pay.

Failed energy projects cross U.S. party lines

WASHINGTON – When green energy company Raser Technologies broke ground on its geothermal power plant more than three years ago, Sen. Orrin Hatch was there to herald the day as a "turning point" in the country's clean-energy future.

At the ceremony in southern Utah, Raser's chief executive officer thanked Hatch for his steadfast support. Utah's Republican senior senator had previously championed an earlier Raser clean-energy project — the development of an AC induction motor that could be used to power a Hummer that could get 100 miles per gallon. The company's executives would later name the Beaver County facility "the Hatch Plant."

Starbucks to customers: Donate $5, create jobs

Starbucks hopes customers will be willing to pay at least $5 more when they stop in for their morning cup of Joe.

Starting Nov. 1, Starbucks will begin collecting donations of $5 or more from customers to stimulate U.S. job growth through its "Jobs for USA" program. The Seattle-based coffee chain is collaborating with the Opportunity Finance Network, a nonprofit that works with nearly 200 community development financial institutions to provide loans to small businesses and community groups. Starbucks says 100 percent of the donations will go toward loans for firms and organizations that can add jobs or stem job losses.

Airlines should get gov't loans, committee says

WASHINGTON (AP) — The government should help airlines install billions of dollars' worth of equipment in their planes necessary to use a new air traffic control system through loans or loan guarantees, an industry-government advisory committee recommended Thursday.

Repayment of the loans, which could involve public-private partnerships, would be triggered by the Federal Aviation Administration achieving promised benefits from the new system, the committee said.

The financing recommendation was one of a half dozen related to FAA's Next Generation Air Transportation System — also called NextGen — that were approved at a meeting of the committee.

Coming loan changes could squeeze high-priced home markets

Time is short for some buyers and owners of more expensive homes to get the best terms on mortgage loans.

Starting Oct. 1, Fannie Mae and Freddie Mac will cut the size of loans they buy from lenders. That will force many future borrowers into more expensive and harder-to-get jumbo loans.

The Freddie and Fannie limits, which are generally $417,000 for single-family homes nationwide, were raised in 2008 in some high-cost housing markets to stimulate the economy. In many areas, the limits rose to $729,750 and next month they'll fall to $625,500. Limits will drop more sharply in some areas and less in others.
