Discover Financial Q2 Profit Slips, But Lending Rises

Discover Financial Services (DFS) said before the market opened that second-quarter profit was down a bit from the same quarter last year as it set aside more money to cover bad debts, but roughly in line with analyst projections.

Investors ignored the profit miss and bid shares up as much as 3% early amid a broad market rally, partly in reaction to rising hopes the Federal Reserve will agree to extend stimulus measures to bolster the U.S. economy as Europe remains mired in debt crisis. The Fed's regular meeting is scheduled for Tuesday and Wednesday.

Discover shares rose 2.7% to 33.74 in afternoon trading.

Starbucks expanding effort to help businesses create jobs

Starbucks is expanding an unusual effort to create jobs through small business loans, which the company launched last fall after chief executive Howard Schultz lambasted politicians for not doing more to fix the economy.

So far the Create Jobs for USA program has raised about $11.5 million, including about $2.8 million from customers who bought brightly colored wristbands along with their lattes or donated to the program online.

Starbucks says its analysis shows the money raised so far could create or retain about 4,000 jobs.

Lenders finally loosen up on car loans

It's finally getting easier to get a car loan. Experian Automotive just announced that the average credit scores required for consumers to buy a vehicle have dropped to near prerecession levels.

The average credit score for financing a new vehicle dropped six points to 760, and dropped four points to 659 for used vehicles. By contrast, credit scores required in the first quarter of 2008 were at an average of 753 for new vehicles and 653 for used.

Experian's analysis also showed the average amount financed on new vehicles rose by $589 in the first quarter, to $25,995. For used vehicles, the average amount financed increased by $411, bringing the average total to $17,050.

Consumer protections considered for prepaid debit cards

Prepaid debit cards may soon be subject to federal regulations requiring more transparent fee disclosures and increased financial protection.

The Consumer Financial Protection Bureau said Wednesday it is considering new consumer protections for the cards. Director Richard Cordray said he plans to bring more "safety and transparency" to the industry. The agency will seek comment from experts and the public on how fees are disclosed and on protection from unauthorized transactions.

Prepaid cards often come with fees associated with everything from calling customer service to using an ATM — users reported paying an average of about $2 every time they wanted to reload money on their cards, according to a study by Javelin Strategy and Research. That is significant for a product that is most popular among Millennials and consumers who make less than $15,000 a year, says Javelin President Jim Van Dyke.

(Reuters) - Republican opposition to maintaining the nearly 80-year-old U.S. Export-Import Bank could soon force it to stop operations, dealing a blow to Boeing and other U.S. exporters, a Democratic lawmaker said on Thursday.

"I fear the future of the Eximbank is in doubt," Representative Jim McDermott, said in an speech to the Washington International Trade Association.

"We have to get the reauthorization done now, before the lights go out at the Eximbank in May."

Feds target dealer ads saying they'll pay off your loan

Five car dealers in four states have agreed to settlements with the Federal Trade Commission for ads the FTC says deceived consumers by promising to pay off their old car loans -- no matter what they owed.

The FTC says the balance usually was not paid at all, but rolled into the buyer's new car loan, according to the Associated Press report. Despite the ads claims, buyers still ended up owing the difference between their trade-in's loan balance and its value, the FTC says. One dealer actually required buyers later to pay the balance out of pocket, it says.

Borrowers for Nine Properties in North Carolina Implement Chapter 11 Reorganization Process

CHARLOTTE, N.C., March 9, 2012 /PRNewswire/ -- The borrowers for a group of nine properties who are represented by American Asset Corporation (AAC) have implemented the Chapter 11 reorganization process in the U.S. Bankruptcy Court in Raleigh, NC.  Their intent is to update existing loan documents to current market conditions in order to fulfill the original plans for the properties, which includes leasing the buildings, finalizing land sales and ultimately paying back the bank and other creditors. This is a decision made by the borrowers after years of trying to work with Bank of America to revise the existing loan documents. To date, negotiations have stalled with Bank of America and the borrowers are turning to the court system.

"The fact that we're using Chapter 11 reorganization is a product of the meltdown of the financial markets and the subsequent disarray in the banking system.  These properties have continued to perform well as we are leasing space and creating cashflow as originally planned. However Chapter 11 is the only way, in the absence of a consensual agreement with the bank, to be able to put the necessary new money in the property to finish the original leasing plans and seek conventional financing. The borrowers will put new money in the properties, as was part of the original commitment made by the bank to the borrowers that the bank no longer wants to provide," said Count Arco, CEO of American Asset Corporation.

USA TODAY Review: Republican lawmakers backed U.S. energy loans

WASHINGTON - Republican members of Congress investigating federal loan guarantees to now-bankrupt energy companies told Energy Secretary Steven Chu last week that they never asked him to speed up similar projects in their states.

But that's exactly what some did, according to a review of 484 congressional support letters obtained by USA TODAY. Some letters, for example, urged quick approval of a $2 billion loan guarantee for the American Centrifuge, a uranium enrichment project projected to create hundreds of jobs in states including Ohio, Pennsylvania and Tennessee.

"It is imperative that this application move forward now," said a letter signed by five members of Congress, including Rep. Joe Pitts, R-Pa.

Ratings agency Fitch warns US of possible credit downgrade

The ratings agency Fitch has warned that it may downgrade America's triple-A credit rating unless action was taken to reduce federal debt.

Fitch said the country's rising debt burden was not consistent with maintaining its top rating, but said it would probably not make a decision before 2013.

Last month, Fitch changed its US credit rating outlook to negative from stable, citing the failure of a special congressional committee to agree on at least $1.2tn in deficit-reduction measures.

"Federal debt will rise in the absence of expenditure and tax reforms that would address the challenges of rising health and social security spending as the population ages," Fitch said in a statement on Wednesday.

Bernanke denies hiding size of crisis loans

WASHINGTON (MarketWatch) — Federal Reserve Board Chairman Ben Bernanke denied Tuesday that he had hidden the true size of the bank’s emergency lending to Wall Street from Congress and the American people.

A recent article by Bloomberg News garnered widespread attention by reporting that the Fed had lent or guaranteed more than $7.7 trillion to ailing banks during the financial crisis and that banks had earned an estimated $13 billion of income by taking advantage of cheap Fed credit.

In a letter to Congress, Bernanke said that article, and many others, “contain a variety of errors and mistakes.”

SEC probes financing of new Marlins stadium

MIAMI (AP) – The Securities and Exchange Commission is investigating the financing of the Miami Marlins' new downtown stadium.

SEC subpoenas to the city and Miami-Dade County are seeking a long list of documents and records, including those involving meetings and communications between government officials and executives with the Marlins and Major League Baseball.

The executives include baseball commissioner Bud Selig, ex-MLB president Robert DuPuy, Marlins owner Jeffrey Loria and the team's president, David Samson. Copies of the subpoenas, dated last week, were provided Monday by city and county officials to The Associated Press.

Bank earnings hit highest level in 4 years

WASHINGTON – Bank earnings rose over the summer to their highest level in more than four years, while the number of troubled banks fell for the second straight quarter, federal regulators reported Tuesday.

The Federal Deposit Insurance Corp. said the banking industry earned $35.3 billion in the third quarter. That's up from $23.8 billion in the same period last year. More than 60% of banks reported improved earnings.

The FDIC also says there were 844 banks on its confidential "problem" list in the quarter, or roughly 11.5% of all federally insured banks. That was down from 865 the April-June period, the first quarter in five years in which the number declined.

Banks with assets exceeding $10 billion drove the bulk of the earnings growth. They made up 1.4% of all banks but accounted for about $29.8 billion of the industry's earnings in the third quarter.
