Express Scripts buying Medco for $29.1B

The top two U.S. companies managing prescription drug benefits are uniting in a $29.1 billion deal they say will help achieve key goals of the health care overhaul: reining in costs and improving patients' health.

Express Scripts Inc. announced an agreement Thursday to buy rival Medco Health Solutions Inc. Together, they would handle the prescriptions of about 135 million people, more than one in three Americans.

That will give them even more clout in demanding discounts from drugmakers, who are dealing with falling or stagnant revenue as an unprecedented number of blockbuster drugs taken daily by millions is getting cheaper generic competition.

Rupert Murduch Attacked During Hearing

Where is the security for a public hearing? Instead of making Murduch a bad person, it actually will gain some sympathy on how he has handled the hearing.

Rupert Murdoch, the media mogul under fire for a growing phone-hacking scandal that has upended his empire, admitted to British MPs on Tuesday: "Today is the most humble day of my life." 
The billionaire News Corp. founder and his son James testified before a committee of Parliament investigating the scandal, which has escalated in recent weeks to include allegations of bribery and corruption and forced the resignation of top officials at News Corp., Scotland Yard and even the office of Prime Minister David Cameron.
The elder Murdoch said the hacking by News of the Worldjournalists is "a matter of great regret" to everyone at the company.

Stock rally weakens as hopes dim for more stimulus

Comments from Fed Chairman Ben Bernanke set off a stock market rally early Wednesday, but it wasn't long before another Fed official helped cut it short.

In testimony before Congress, Bernanke said the central bank would be open to new economic stimulus measures, but only if the economy gets much worse. The remarks were far from a promise for more Fed action, but markets reacted immediately nonetheless. The Dow Jones industrial average jumped as many as 164 points, or 1.3 percent.

Most of those gains evaporated later in the day after Federal Reserve Bank of Dallas President Richard Fisher said in a speech that the Fed had already "pressed the limits of monetary policy."

Florida Resident Sentenced in Scheme to Defraud the U.S. Export-Import Bank of Approximately $1 Million

WASHINGTON, July 11, 2011 /PRNewswire-USNewswire/ -- The Office of Inspector General (OIG) for the Export-Import Bank of the United States (Ex-Im Bank) announced today that on June 27, 2011, Jose L. Quijano of Aventura, Fla., was sentenced to 46 months in prison for his role in a scheme to defraud Ex-Im Bank of nearly $1 million. The sentencing caps ongoing investigative efforts by the Ex-Im Bank OIG to investigate fraudulent loans and exports to borrowers in South America and elsewhere.

Quijano, 43, was sentenced in absentia by Judge Adalberto J. Jordan in U.S. District Court in Miami to an additional 36 months of supervised release and was ordered to pay $956,251 in restitution. Quijano pleaded guilty on February 9, 2011, to a criminal information that charged him with conspiracy to commit wire fraud in connection with a scheme to defraud Ex-Im Bank of approximately $956,000. Quijano fled from pre-trial release on June 7, 2011 and is currently a fugitive.

Supreme Court asked to weigh payday loans case

MADISON -- A panel of Wisconsin appellate judges asked the state Supreme Court on Thursday to decide when interest rates on payday loans become excessive.

The case marks the first time Wisconsin courts have faced the question of whether state statutes permit judges to determine when interest rates on short-term loans are too high, the 4th District Court of Appeals wrote in its request. The Supreme Court is best suited to make a ruling since any decision will have a statewide impact on consumer credit transactions, the appeals court said.

Stupid central banker tricks

The European Central Bank is meeting this Thursday and is widely expected to raise interest rates by a quarter of a percentage point to 1.5%. That would be the second rate hike by the ECB this year.

Sure, the austerity vote in Greece is good news since it could mean the worst-case scenario fears about a euro meltdown may not be realized.

But this isn't the end to the difficulties in Greece. Doesn't it seem just a bit odd that the ECB is contemplating more tightening at a time when there are still legitimate worries about the problems spreading to Portugal, Ireland, Italy and Spain? Moody's downgraded Portugal's debt to junk status on Tuesday.

With debit card swipe fees capped, new bank fees on horizon

After months of high-stakes lobbying, advertising campaigns and trash talk, bankers and retailers have finally found something they can agree on. They all dislike the Federal Reserve Board's decision to cap the fees retailers pay every time you swipe your debit card.

Last week, the Fed voted to cap the fees at 21 cents per transaction, up from an earlier proposed cap of 12 cents. Banks and credit unions say the cap is still too low to cover the cost of maintaining debit card networks. Retailers say the new cap is too high, particularly for small businesses with tight profit margins. The fee cap will take effect Oct. 1.

While the higher cap will reduce the financial industry's losses, it's still expected to cost financial institutions about $10 billion a year, says Robert Hammer, chairman of R.K. Hammer, a bank advisory and research firm. And banks have made no secret about how they'll recoup that money: with higher fees for everything from checking accounts to penny rolls.
